Brewer City Council Establishes Charter Review Commission

The Brewer City Council has officially established a Charter ReviewCommission in accordance with 30-A M.R.S. §2103 to conduct a comprehensive review of the City Charter. This initiative aims to ensure that our City Charter reflects the current needs, values, and governance practices of our community.

Commission Structure:

  • Nine members will serve on the Charter Review Commission.
  • Of the nine members, six members will be elected at-large and without party designation as part of the Municipal Election on Tuesday, November 4, 2025.
  • Of the nine members, three must be appointed by the City Council within 30 days after the election.

Nomination Petitions Available:

Nomination petitions for the six Charter Review Commission seats will be available at the City Clerk’s Office beginning Tuesday, September 2, 2025. Nomination petitions must be signed by fifty (50) registered City of Brewer voters for candidates to qualify for the ballot. Nomination petitions must be submitted to the City Clerk’s Office no later that 4:00 p.m. on Monday, September 22, 2025.

Timeline:

  • The Commission will convene in January 2026.
  • The Commission will complete the Charter review and submit any proposed revisions to voters in advance of the November 2026 election.

Public Engagement:

The City is committed to transparency. The Commission will hold public meetings and hearings in accordance with Maine’s Freedom of Access laws and actively seek community input throughout the review process.
