Codes

The Code Enforcement Office follows the State of Maine Maine Uniform Building and Energy Code (MUBEC) and is utilized by our office.  Municipalities that enforce MUBEC, shall enforce the amended adoption as of April 7, 2025.

EFFECTIVE UNTIL APRIL 7, 2025 – MUBEC is made up of the following codes and standards:

  • International Building Code, 2015 edition
  • International Existing Building Code, 2015 edition
  • International Residential Code, 2015 edition
  • International Energy Conservation Code, 2015 edition
  • International Mechanical Code, 2015 edition
  • Uniform Plumbing Code (UPC), 2021 edition
  • 2020 National Electric Code
  • BOCA National Property Maintenance Code (1996)
  • 2018 NFPA 1 – Fire Prevention Code
  • ASTM E 1465 2008 Standard Practice for Radon Control Options for the Design and Construction of New Low-Rise Residential Buildings, published by the ASTM International
  • ASHRAE Standard 62.1 – 2016 Ventilation for Acceptable Indoor Air Quality, published by the American Society of Heating, Refrigerating and Air-conditioning Engineers, Inc.
  • ASHRAE Standard 62.2 – 2016 Ventilation and Acceptable Indoor Air Quality in Low-Rise Residential Buildings, published by the American Society of Heating, Refrigerating and Air-conditioning Engineers, Inc.
  • ASHRAE Standard 90.1 – 2016 Energy Standard for Buildings Except Low-Rise Residential Buildings, published by the American Society of Heating, Refrigerating and Air-conditioning Engineers, Inc.
  • 2015 IECC Compliance Guide – Maine_2015_IECC
  • Frost Protection for Slabs – State of Maine 2015 IRC – Frost Protection for Slab Foundation “Frost Depth 5 feet”
  • E-1465-2008, Standard Practice for Radon Control Options for the Design and Construction of New Low-Rise Residential Buildings.

EFFECTIVE BEGINNING APRIL 7, 2025 – MUBEC has adopted the following codes and standards:

The International Code Council (ICC) Codes:

  • 2021 International Residential Code (IRC)
  • 2021 International Building Code (IBC)
  • 2021 International Existing Building Code (IEBC)
  • 2021 International Energy Conservation Code (IECC)
  • 2021 International Mechanical Code (IMC)

The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standards:

  • 2019 ASHRAE 62.1 (Ventilation for Acceptable Indoor Air Quality)
  • 2019 ASHRAE 62.2 (Ventilation and Acceptable Indoor Air Quality in Low-Rise Residential Buildings)
  • 2019 ASHRAE 90.1 (Energy Standard for Buildings except Low-Rise Residential Buildings) editions without addenda.

American Society of Testing Materials (ASTM)

  • E-1465-2008, Standard Practice for Radon Control Options for the Design and Construction of New Low-Rise Residential Buildings.
  • IBC Base Climate Data
    • Ground Snow Load 70 lbs
    • Wind Speed 107 mph – 3 seconds Sustained Gust
    • Frost Depth 5 feet
    • No Special seismic requirements
    • No hurricane requirements

Maine has adopted the national model codes and standards with amendments.  The amendments are listed in Rule Chapters 1-7. Chapters can be found under MUBEC Rules and Laws.
